In 1990s Los Angeles, unlikely partners Kern County Deputy Sheriff Joe 'Deke' Deacon Washington and LAPD detective Jim Baxter Malek join forces to hunt down a serial killer terrorising the city. They think they have found their killer when they arrest oddball loner Albert Sparma Leto but are frustrated in their attempts to prove his guilt, leading to clashes between the two officers as Deke wrestles with the trauma of an old case.
