James Belushi and Tupac Shakur star as corrupt police detectives in this American crime thriller. When racketeering detectives Divinci Belushi and Rodriguez Shakur murder a drug dealer, who turns out to be an undercover Drug Enforcement Agency employee, they attempt to frame vagrant alcoholic Joe Dennis Quaid for the killing, using Divinci's girlfriend Cynthia Lela Rochon to falsely testify as a witness. However, high-profile lawyer Arthur Baylor James Earl Jones smells a rat as the pair's plan spirals out of control.
